In 2025, Steve Reed has emerged as the "enforcer" of the Cabinet. His transition from the Environment (DEFRA) to Housing, Communities, and Local Government (MHCLG) in September 2025 was a strategic move by Keir Starmer to put a "fixer" in charge of the UK’s stagnant and often opaque planning system.

Working in lockstep with David Lammy, Reed has focused on the idea that national renewal is impossible without "cleaning up" the town halls.

1. The Environment Phase (July 2024 – Sept 2025)

Before his switch, Reed laid the groundwork for high-stakes accountability in the water and environment sectors.

The Water (Special Measures) Act: Reed’s landmark achievement was introducing criminal liability for water company executives who obstruct investigations. This set the "template" for how he would later deal with corrupt local officials: personal accountability.

The "Independent Water Commission": He launched a massive review of the water sector, specifically looking at how "hidden" environmental data was preventing proper regulation—a direct parallel to the "hidden well" scenario.

2. The Housing & Local Government Phase (Sept 2025 – Present)

Since taking over from Angela Rayner in the September reshuffle, Reed has shifted his focus to "Rooting out the Blockers."


The "Anti-Chumocracy" Reforms (Nov/Dec 2025)

Working with David Lammy, Reed published a consultation titled "Strengthening the Standards and Conduct Framework" which effectively declares war on local planning corruption:

Suspension Powers: For the first time since the 2011 Localism Act, councils will have the power to suspend councillors for up to six months for serious misconduct, such as failing to register a conflict of interest.

The Mandatory Code of Conduct: Reed is legislating a single, nationwide Code of Conduct. No more "local variations" that allow councils to hide their addresses or "chummy" relationships with developers.

The "Default Yes" for Transport Hubs: In an attempt to remove local "veto power" that is often fueled by local interests, Reed has introduced a "default yes" for high-density housing near well-connected stations.

The Planning & Infrastructure Act (Passed Dec 18, 2025)

Just days ago (this article written 30th December 2025), Reed’s flagship Bill became law. It contains a "nuclear option" for dealing with corrupt or failing councils:

The "Takeover" Clause: If a local planning authority is found to be consistently ignoring heritage assets or environmental warnings to push through "favoured" developments, the Secretary of State can strip them of their planning powers and hand them to a central government taskforce.

Heritage Consent Reform: He has streamlined the heritage regime, but crucially, he has made the deliberate suppression of a heritage asset a ground for nullifying a planning consent entirely.

He has held a number of front bench roles across the Miliband, Corbyn and Starmer years, including in the shadow Home Office, education and justice teams. He became shadow environment secretary, having been reshuffled from the justice brief in November 2021.

Before running for Parliament, Mr Reed worked in education and business publishing. He also led Lambeth council for more than six years.

 

(Steven Mark Ward Reed OBE born 12 November 1963) is a British politician who has served as Secretary of State for Environment, Food and Rural Affairs since July 2024. A member of the Labour and Co-operative Party, he is the Member of Parliament (MP) for Streatham and Croydon North, formerly Croydon North since 2012.

Reed was Shadow Secretary of State for Environment, Food and Rural Affairs from September 2023 to July 2024, and Shadow Secretary of State for Communities and Local Government from 2020 to 2021 and Shadow Secretary of State for Justice from 2021 to 2023. Prior to his election to Parliament, he was leader of Lambeth London Borough Council from 2006 to 2012.
